The Ethereum Foundation has detailed the initial proposal timelines and inclusion procedures for Hegota, the protocol upgrade slated to follow the upcoming Glamsterdam hard fork. Following the deployment of PeerDAS in the Fusaka upgrade and ahead of Glamsterdam's features such as Block-level Access Lists and enshrined Proposer-Builder Separation, core developers are turning their focus to structuring the next network milestone.
According to the announcement, the proposal selection process for Hegota is divided into headliner features and minor non-headliner Improvement Proposals (EIPs). Between January 8 and February 4, developers can submit major feature proposals on the Ethereum Magicians forum using a standardized template. Each submission requires justification for inclusion, evaluation of user impacts, assessment of technical readiness, and the designation of a dedicated EIP champion to lead progress on technical feedback.
Submitted proposals must be presented during All Core Devs (ACD) calls to be considered for inclusion. Champions will then move their proposals to "Proposed" status by creating a pull request against the Hegota Meta EIP (EIP-8081). Notably, one potential headliner feature, FOCIL, already sits in the "Considered" section of the Meta EIP, having been deferred from Glamsterdam during prior scope reductions.
Between February 5 and February 26, developers will hold roughly four ACD calls to deliberate on headliners based on urgency, community need, implementation complexity, and security factors. Following headliner selection, a 30-day window will open for non-headliner EIP proposals to be submitted via pull requests against EIP-8081. Community members will also be invited to submit feedback on Ethereum Magicians during the review period.
